The "Necessary and Proper" clause in Article One of the Constitution that gives Congress the means to execute the enumerated powers and serves as the basis for Congress' implied powers. The "Necessary and Proper" clause was also called The "elastic clause" and the "sweeping powers clause" by the Anti-federalists.
