Based on the excerpt, McKinley is arguing in favor of annexing new territories.

This is evident from the quote " There was nothing left for us to do but to take them all, and educate the Filipinos..." In this quote McKinley is stating that it should be the job of the United States to take in these different territories in order to teach them the American way. This idea of McKinley wanting to add in territories is further supported by stating that the US needs to "uplift and civilize.." these citizens.
