The correct answer is the majority.
James Madison was concerned that if the federal government was structured with one legislative body having complete control over the law making process, that the individuals in the majority would have all the power. This would allow them to make any law they saw fit. To ensure this doesn't happen, our government has three distinct branches with all of them having regulation power over each other.
