Why would someone argue that the north was complicit in the expansion of slavery?

One can argue the North was complicit in the expansion of slavery because the northern factories demand for cotton steadily increased. Increased demand for the cotton meant that the Southern states had an incentive to expand the institution of slavery so as to have access to labor.
