Despite supreme court rulings, in 2012, the state of Texas executed an inmate who was:Mentally impaired. Marvin Wilson's IQ was just 61, far below the cutoff of 70 which proves that he is mentally impairedand therefore ineligible for the death penalty. However,  Texas argued that the IQ test was improperly administered.
