This program was called the Reagan Doctrine.
This idea was focused on opposing communism all over the world. This included supporting countries/rebels fighting against communism in Africa, Asia, and Europe. Instead of trying to stop communism from spreading to other countries on these other continents, his goal was to help get rid of the system of government completely in these areas.
