Okay, so 3.1 x 1,000 = 3,100 ..

Now let's try C.
2.5 x 100 = 250

So these are both true statements BUT, you can only choose one..

Now, A. would have to be equal ( = ), because they're both the same...
And D. isn't right, it may have 235 in it, but it's not in the hundreds...
So, you'd have to choose either C. or B. ...

A. 2 x 10^-2 = 0.02 and 2 x 10^2 = 200
so 2 x 10^-2 < 2 x 10^2

FALSE

B. 3.1 x 10^3 = 3,100

TRUE

C. 2.5 x 10^-2 = 0.025

FALSE

D. 0.235 = 2.35 x 10^-1

FALSE

Answer is B.
