Having consensual sexual relations with a minor (18 years and under), is considered a STRICT LIABILITY crime/offense.

The offender may go to jail up to 1-20 years.

10-20 years if the offender is AGE 21+

LESS THAN 1 year if the offender is 14-15 years, or is less than three years older than the "victim".
