After the civil war, the economy of South Carolina was left in ruins. Cheap Slave labor for the plantations was no longer available because the slaves had been freed.
The war left cities and towns and even factories in ruins, and in need of reconstruction. Railroads and bridges had also been destroyed and this affected transport and the economic standing of South Carolina. The Confederate money became worthless and so payment workers and taxes, and raising revenue was a Hercules task.
