None are totally right but I think it's B. For one it was after the Civil War so Us gov. makes the most sense. The Confederate government was against freeing slaves. I'm pretty sure they weren't helping unfreed slaves so...

The answer is B it's not A because Confederate wanted slavery nether it's C&D
