I believe the answer is: live in small communities, have a strong sense of cultural heritage, are very sure about what is right and wrong

In a mass scales society, the society would be filled with people with various principles and ethnicity, to the point where that society could no longer imposed a same tradition that must be followed by all people.
When this happen, more and more people would be drawn into invididualism and started to stay away from collective attitudes.
