I don't know about the world but for the U.S. after a disastrous peacekeeping mission in Somalia, the US vowed to stay away from conflicts it didn't understand. This peacekeeping mission was made famous in the book "Black Hawk Down", and the U.S. said that it would never involve itself in a conflict it couldn't understand, between clans and tribes it didn't know, and in a nation the US had no national interests in.
