Not long after the production of the Territory of Oregon in 1848, pioneers north of the Columbia River started requesting their area. Congress submitted on February 8, 1853, with the formation of the Washington Territory. Statehood followed in 1889.

Individuals living north of the Columbia River kept on despising the separation among them and the Oregon Territorial capital at Salem. After a progression of the city, Indian, and military occurrences, a show amassed at the town of Monticello, close to the mouth of the Cowlitz River on October 25, 1852, and embraced a commemoration to Congress.
