Before the civil war, the black people were not allowed in the military. Even in the US Navy they worked as normal workers in the ships. During the the Civil war, an activist Frederick Douglass argued for the black men's inclusion in the military services so that they can serve the north.

Yet Union Army wanted more soldiers and the white men volunteering is low also black men was so eager to fight. This led the black men to be included in the army.

As they fought till the end yet they were paid low comparing the whites. Then the Congress passed bill in support of black men to get equal pay as the white men in the army.
