For the first one *the one that you're simplifying*, you need to turn 2 3/5 into an improper fraction. 2 3/5 will become 13/5.

(-5/4)/(13/5)=(-5/4)*(13/5)= -25/52

For the second one *the one that's the perimeter of the square*, you already know that all of a square's sides are the same length. That means, if one of the sides is (4x-2y), then all of them will be (4x-2y). You can either add them like this: (4x-2y)+(4x-2y)+(4x-2y)+(4x-2y), or just multiply it by 4, which will be:

4(4x-2y)

16x-8y
