"All functions are relations but all relations are not functions."

Functions are the relation that classifies the set of outputs to the set of inputs. Moreover relation is identified as the group of ordered pairs.

A relation is a way of expressing a connection or relationship between any two pieces of information.

Thus, every relation is not a function.
