Failures are that criminals made a lot of money selling alcohol to those people. The 18th Amendment fail to stop alcohol consumption because more people ended up illegally creating liquor at home, opening illegal bars, and smuggling it from other countries.

What was good about the 18th Amendment was that the amendment and its enabling legislation did not ban the consumption of alcohol, but made it difficult to obtain alcoholic beverages legally, as it prohibited the sale, manufacture and distribution of them in U.S. territory.
