Why has Congress not issued a declaration of war on terrorist groups like al-Qaeda or ISIS?​

Because wars will have a serious effects on the economy and trade of the country. Whenever there is a war, the country's value of money will drop. There is also a chance of the Hyperinflation again. Also it will be a waste of time and money to attack these people as they keep coming up again and again.
