It is not set on stone in such that one can not improvise , teachers are allowed to improvise based on the needs of their students.

Schools are different resources availablity is not the same for every school so it may not be applicable for other teachers to follow the syllabus to its least details hence improvising that will help improve learner's knowledge is acceptable.
