Rome introduced the roles of Judges, Lawyers, Appeals, etc. This made the system far less corrupt, and more innovative, in that a large number of very intelligent people were practicing, thus improving the law.

Roman law was consistent throughout the empire. The laws were the same everywhere, for every group of people - though there were distinctions for wealth.

In Roman Law, a citizen was a citizen whether a natural Roman or a Gallic Tribesman. You were promised certain inalienable rights.
