The reason why it is, D. Confiscation, is because confiscation means to seize or take. If this person is acquiring someone else's position, then they are seizing/taking. If you think it's, A. Transportation, then It's no. The reason why is because it is technically transporting it from person to person by someone's act, but, it's more confiscation.
