That statement is false

Collectivistic society tend to formed a powerful or authoritarian central government that have the absolute power to rule over its citizens.

Personal achievements or talents would play a smaller role in such society. The government will determine the type of jobs that they can have, the type of speech that they can do, and the type of ideology that people can be exposed to. Example of this society would be the north korea.
