What was the traditional policy of the United States toward foreign powers in Latin America

So under Monroe’s Presidency the US developed the Monroe Doctrine, which basically said that the US would protect the Western Hemisphere. Initially, it was meant to warn European countries from starting anymore colonies in the New World, but had evolved by WW2 into a pact with Latin American countries to guard the Western Hemisphere from Eastern threat.
