What was one similarity between the "old" and "new" waves of immigration in the 1800s?

The old and new waves of immigration usually refer to immigration from Western Europe in from the 1840's until the 1860's, which was primarily Irish and the last wave or new wave of primarily Southern and Eastern Europeans from 1890-1920.
