beacause as u can see the one on the left has that little black thing on the left side is open and the one on the right is closed the one on the right is a closed circut and the one on the left is a open circut

In the open circuit the current can not flow from one end of the power source to the other. Because of this there is no current flow, and therefore the light does not turn on.
