The 18th amendment created a rise in the black market , since intoxicating liquors were prohibited many began to illegally make and sell alcohol which also made the government less money because of all the taxes that were made off of alcohol were gone. ( lol I’m Canada so i used knowledge about Canadian prohibition and Canadian history to answer it but I assume it was a similar situation)

The prohibition of "intoxicating liquors" prohibited in the United States the production, transportation and sale of alcohol.
