Why was President Truman considered to be weak on communism despite the federal government’s measures to investigate communists?

A: Fear of communism had reached a level that bordered on hysteria, and Truman's actions did little to make it go away.

Because he strongly opposed oaths of mandatory loyalty to government employees, he was accused of being a weak ruler and his government very soft. In addition, after his election he could only fulfill one of his proposals for a government plan. He was a calm and unpretentious president.
