Why did few Catholics move to Maryland, despite the Calverts’ support?

Because Cecil Calvert stayed in England, they stayed ,too.

Even after the Calvert’s support, Catholics sway to Maryland because Cecil Calvert tarried in Britain. The most important distinction among Calvert’s manor system plan in Maryland and the treatment of enslaved slaves in Virginia was that in the manor arrangement workers do not own the land which forced them to move to Maryland.
