Construction/Development can cause the nutrients in the soil to become depleted due to the fact that most likely they will be removing plants, and stirring the topsoil/covering it in concrete and other foreign materials. For soil to be healthy it must have pants dying in it and re-growing of different varieties and species. A good example of this is crop rotation, I.E. when farmers need to change crops every other year to keep the soil fresh.
