Punitive actions were put in place after World War 1 to deal with the issue of Germany's former colonies.Germany had lost World War 1 by 1919.

USA,Great Britain,France and other allied countries demilitarised Germany i.e.no German fortifications or German forces were permitted in Germany's former colonies.Territorial,economic and military sanctions were done on Germany and their former colonies.
