Answer: the northern and southern parts of the ocean

Explanation: the northern hemisphere and southern hemisphere parts of the ocean are big reasons that El Ni~no when the northern hemisphere part of the ocean warms up it changes the wind direction it mostly forms in the 4 corner states and the slower the oceans warm the longer and stronger it will last.
