the articles of confederation were the first constitution of the US, but some weaknesses became apparent. it was approved by the second continental congress by the delegates. some of the weaknesses included congress’s lack of ability to raise funds through taxes, regulate trade, or conduct any foreign policy without agreement from the states. there was no way for congress to enforce any laws and any changes to the articles of confederation required an unanimous vote.
