Step-by-step explanation:

Think of it like this, Federal government is the top level, their laws and acts and stuff are nationwide. States can add onto this, but they can't be less strict than the level above them. After States, the cities also can only do things stricter than the state and feds. All things that all these groups do must follow the rules set in place by amendments, acts, and that stuff. Ik, not great but it should help you understand. :/
