One of the women, which is standing confidently and assertively, is reading off of some type of sheet, which I imagine is more then likely related to the should-be equality. (of which I entirely support). The others of the women, who are also equally as important as the speaker, are most likely chanting on with the women, in near unison. Or, from another perspective, the women reading the sheet is reciting something that is probably similar to preaching, and the female audience may be silent.
It all depends on perspective.
