175 cm

Explanation:

to the nearest ten means we look at the ones digit

since it has to round to less than 180, we know that the number cannot be greater than 180

the number cannot be less than 170 because if it were 169 it would no be able to get to 180 by rounding to the nearest 10 since it is more than 10 away

so we have the numbers 170 - 179 to work with

using rounding, 170 - 174 would all round to 170

175 - 179 would round to 180

the least number from 175 - 179 is 175, so that is our answer
