Because of LGBTQ. Those people do not have those rights in Vatican city. Same sex aren't allowed.

Answer:

There is no legislation in Vatican City that civilly recognizes marriages between same-sex couples.

The Holy See, which has jurisdiction over the Catholic Church and governs Vatican City, is staunchly against recognizing same-sex marriage.
