Why were small states wary, or suspicious, of the Virginia Plan?

The smaller states opposed the Virginia set up as a result of the resolution for representation would mean that smaller states would have less say in government than the larger states. If the Virginia set up was in agreement every state would have a special variety of representatives supported the state's population
