It would be number 3 because after the American revolution the Americas was in much war debt and some states thought they shouldn’t have to pay taxes on their war debt due to the fact that they just had a war over it. During this time people were very narrow minded and stubborn due to the fact that they really didn’t want to pay any sort of taxes and saw it as against their unalienable rights
