Answer : 2 dogs.
Explanation : If there were 2dogs there would be 8 legs. That means 8 legs belong to 4 chickens. 2 dogs and 4 chickens is 12 eyes. If the number of fish is double the number of chickens, there would be 8 fish. 8 fish is 16 eyes. 16 fish eyes + 4 dog eyes and 8 fish eyes is 28 eyes.
