At first glance you might think the answer was the expansion of slavery. That's because the 3/5 rule had to do with how to count slaves when deciding what the population of a state was. It took 5 slaves to count the same amount as 3 people who were not slaves.

But that would leave out the great compromise which had nothing much to do with slavery. The great comprise had to do with fair representation when the population was overwhelmingly concentrated more in some states than in others. There was no question that the House of Representatives should be composed of the population of the states.

But how would smaller states have heard their interests fairly represented? The answer was the Senate.
