Can a cell can survive even if the process to produce ATP is disrupted?

Answer:

No, because ATP provides energy for cells in order for them to carry out their functions. If disrupted it will cause the transport chain to stop which causes ATP to stop and the cells can no longer carry out their functions and will die.
