f(x)=4x+8\\y=4x+8\\x=4y+8\\\\

Proceed the inverse. Swap the x and y.


x-8=4y\\(x)/(4)-(8)/(4)=y\\y=h(x)\\h(x)=(x)/(4)-2\\h(x)=(1)/(4)x-2

So the answer is first one.
