Do you agree with the view that it was soldiers and civilians that cost Germany the war (WWI), not its leaders?

No, I do not agree that it was the soldiers and civilians that cost Germany the WWI. I believe that if the leaders had constructed a better thought out plan to defeat the other counties that they would have won. My current stand point is that if Germany appointed better Leaders that they could have easily took over Belgium within months.
