At the start of the reign of James I, he received a tolerably good welcome from Parliament. James seemed to offer Parliament a fresh start after the unpredictable behaviour of Elizabeth in her last few years. Then their was tension because Charles I's attempt to impose taxes not authorized by Parliament contributed to the ongoing conflict between the king and Parliament and eventually resulted in the passing of the 1628 Petition of Right.
