William Paterson's proposed the 'New Jersey Plan' which proposed a one house legislature with equal votes of states and an executive elected by a national legislature. This plan maintained the form of government under the Articles of Confederation but also added powers to raise revenue and regulate foreign interactions.

Smaller states benefited from this plan, and showed support for it.

Hope this helps :)
