Why is the word temporarily in quotation marks?

"They were short on money and long on relatives who kept “temporarily” moving into our house because they had nowhere else to go." Why is the word temporarily in quotation marks?

I think the author is trying to express sarcasm. By putting "temporarily" in quotation marks, it means that the relatives were staying at their house for a while, and not just temporarily.
