Why does crisis often lead to cooperation among the different levels of government?

Answer: Crisis can lead to cooperation with different levels of government to put an end to the crisis. Whether it is a food crisis, poverty crisis, or disease crisis, government have to work together to put an end to it.

Thy work together to fix a common cause or something very major/deadly.

Example: State floods, Rescues etc.
