What does the American Three-Fifths Compromise tell us about sovereignty ​

The Issue of the three fifths compromise was that southern delegates wanted enslaved people counted in their population for representation, whereas the North wanted them counted for taxes but not representation.

The compromise made each slave count as 3/5 of a person for population and taxation.
