It can't be A or B because the samples from 50 fish definitely wouldn't be equal to ALL the fish ever.

And it (more so) can't be D because you are finding the mean. that means that some catfish could weight 1 pound, and another could weigh 4, they would just cancel out.

That leaves C) with the only plausible answer.
