Lastly, the bill could come under a constitutional challenge and the Supreme Court of the US will determine whether the bill is constitutional... if yes.. the law stays... if no... well you get the idea

Answer: If either house of congress votes 50%+ no on a bill, it is rejected. The president can veto a bill when it comes to their desk, but the veto can be overriden by congress.
